Good cultural development
is a necessary condition for HSE work. CNOOC Ltd. has built a sound environment
that observes safety as the first priority in the Company. This has affected
the staff’s concepts, consciousness, attitude and behavior, thus unsafe
behaviors have been kept under control, resulting in the minimization of
man-made faults.
In 2005, CNOOC Ltd. keeps working on increasing the awareness of HSE concepts
and safety culture. It has been incorporated in the major training programs. At
the same time, the Company has frequently shared its safety management practice
and experience with other corporations, industrial and governmental
institutions.
Although setting up systematic management regime is important, the strict
implementation of the regime is more important. Therefore, in the HSE work,
CNOOC Ltd. stressed “Implementation” and evaluated HSE performance through
systematic
inspection, specialized auditing and implementation situations.

OSHA Statistics
On occupational health and injury statistics, CNOOC Ltd. has already adopted
international OSHA standards, and reports to relevant international
organizations annually.
Since 2000, CNOOC Ltd. has already implemented a complete statistical method,
which meets OSHA standards, and set these data as one of the annual working
targets and as information to be disclosed in annual results. This record of
the Company has always been ranked with the advanced management level of
international oil companies.
