In order to effectively
respond to accidents and minimize its negative impact to the environment and
society, we have set up emergency mechanism at oil fields as well as branch
companies and head office. Our emergency plans involve organization setting-up,
procedure, report system, resource dispatching, communication, media
communication, recovery, etc., while handling a major accident.
According to the different extent of injuries, coverage and situation
controlling ability of each outburst event, the Company determines three
responding modes. Emergency Plan is based on the point of the first priority of
human life of employees and the public, and minimize the environmental impact
as main goal.
Oil-spill Response
Oil spills from production operation and transportation will have a great
impact on the marine environment and ecology. In compliance with its original
intention of environmental responsibility, CNOOC Ltd. has set up an emergency
system for oil spills and carried out pertinent research of countermeasures.
During oil and gas production, pursuant to the law, CNOOC Ltd. has already set
up a series of sound oil-spill emergency mechanisms, established a specialized
oil-spill emergency team who are equipped with top level oil-spilling emergency
sets.
In September 2005,CNOOC Ltd. held large-scale offshore oil and gas
production integrated emergency drills to check the emergency response and
rescue ability, emergency supplies allocation and coordinating ability of
offshore oil field sites and the relevant terrestrial sectors. This drill
extended to three level emergency systems: corporate administrative level,
subsidiary level, and the offshore oil field site. The drill simulated a
blowout crisis, from blowout lost control to Hydrogen disulfide leakage,
emergency treatment of poisoned staff, platform on fire, platform fire control,
staff casualties, spillage of crude oil, abandoning platform and evacuating,
rescue of overboard man, and spilled oil recovery.
To prevent possible oil-spill accidents in the production operation process,
every oil and gas field CNOOC Ltd. holds interests has to prepare oil-spill
response plan before production commencement and be equipped with necessary
facilities and equipment. In addition, based on the actual environmental
situation in China’s seawater, CNOOC Ltd. has developed respective a computer
system for simulating and tracking oil spills.
Through forecasting, the Company is able to rapidly respond to an oil-spill
event under the operation seawaters. This allows us to then be able to provide
accurate technical support to reduce the impact on the perimeter ecological
environment. In order to effectively respond to an oil-spill accident, CNOOC
Ltd. also signed a service agreement with China Ocean Environmental Protection
Service Co. (COES). It is environmental protection service company in China
capable of providing international 2nd level emergency response service. This
company has already established 5 bases in Tanggu, Longkou, Suizhong, Zhuhai
and Weizhou Island, and has provided t oil-spill response services for CNOOC
Ltd.’s oil and gas operation offshore China.
