With a complete
environmental protection management structure, the Company has assigned
professional management staff in the area of environmental impact assessment,
pollutant recovery, environmental protection control, etc.
According to the legal requirements of the countries where we operate, we have
carried out the environmental impact assessment of oil and gas field
development projects, and ensure to design, install, and operate environmental
protection facilities simultaneously with the project development.
The Company’s Liuhua oil field, Wenchang oil field, Qinhuangdao 32-6 oil field,
Yacheng 13-1 gas field and the CNOOC Southeast Asia Ltd. have obtained the
ISO14000 Environmental Management System Certification.
Pollutant Prevention and Disposal
The main pollutant is drilling mud and debris during the process of oil and gas
exploration and development. In order to minimize the possible damage to ocean
enviornment resulted from this process, CNOOC Ltd requires:
Every specialized service contractor must use the drilling mud approved by the
national government department whilst strictly implementing the state defined
effluent standard of water-based mud and oil-free cuttings. Direct discharge of
oil-based mud and oil-contained cuttings into the sea are strictly forbidden.
During oil and gas production and processing, oil-contained wastewater is the
major pollutant. We control through various measures the discharge of the
produced water and ensures that the implemented standards have been completely
complied with the criterion of local government and environmental protection
department. We allocate water treatment equipment to all of oil and gas
production and processing facilities. The discharged waste water has been at a
standard level. In 2005, from our independent oil and gas fields, the amount of
discharged water into the sea was 27,810 thousand cubic meters, the maximum oil
content was 28mg/L, and the average oil content was 21mg/L, which was in line
with national standards.
At onshore terminals, we intendify organic matter treatment in discharged
wastewater by applying biological treatment technology for high salinity
environment. In Boxi and Suizhong terminals, the Company invested a great
amount of capital in this advanced technology resulting in significant
reduction of the pollutant content of organics, etc.
For the industrial and domestic waste generated from operations, we transfer
them onshore for centralized processing.

Reducing Greenhouse Gas (GHG) Emission
In Feburary 2005, the famous Kyoto Protocol formally took effect. In order to
accumulate experiences for cosmically reducing greenhouse gas emissions in the
future, CNOOC Ltd. has already focused on the study of reducing greenhouse gas
emission .
The Company provided training courses regarding GHG emission to relevant staff
and invited experts from both home and abroad to hold seminars on the topic.
The Zhanjiang branch of CNOOC Ltd. is developing a project in which LPG can
be recycled for processing, storaging crude oil and exporting crude oil from
FPSO. The project, with a processing capability of 180,000 cubic meter per day,
results in both GHG emissions reduction and energy conservation.
